Risk of Cybercrime: Research Shows Which Countries are Most and Least Susceptible
Risk of cybercrime is a growing and real concern. The Global Cybercrime Report explores anti-money laundering practices, cybersecurity protections and more.

New research has revealed the countries that are most (and least) at risk of cybercrime.
Proxyrack, a scalable proxy network helping businesses scrape data on the internet, looked at the Basel Anti-Money Laundering (AML) Index scores, National Cyber Security Index (NCSI) scores, cybersecurity exposure index scores, the digital development levels and the number of cyber legislations and laws across the world’s developed countries to come up with its Global Cybercrime Report.
Panama scored the worst in Proxyrack’s research with a Cybercrime Risk Score of 9.70 out of 10. Panama’s cybersecurity consistently scored poorly, with the worst digital development level and Basel AML Index. Panama also had one of the highest cybersecurity exposure scores.
In second place with a Cybercrime Risk Score of 8.83, Thailand’s cybersecurity was consistently poor across Proxyrack’s rankings, with its digital development and Basel AML index among the worst of its scores.
The top three on this year’s Global Cybercrime Report is completed by Belarus (Cybersecurity Risk Score of 8.78), which has the worst cybersecurity exposure score of any country on our list and one of the worst digital development levels.
Risk of Cybercrime Lowest in Denmark
Topping the list of cybersecure countries is Denmark, with a Cybersecurity Risk Score of 1.87. The Danish government adopted a national cyber and information security strategy in 2022, and this emphasis is shown across all of Proxyrack’s factors, particularly in terms of its high digital development and low cybersecurity exposure index, which were among some of the best scores on the list.
In second place is Sweden (Cybersecurity Risk Score of 1.96), whose national strategy for cybersecurity was launched in 2017, with one in five people estimated to have been exposed to cybercrime. Sweden’s Basel AML index and digital development were among the best of its scores.
Finland takes third place with a Cybersecurity Risk Score of 2.00. Finland is another country with a strong emphasis on cybersecurity. The Finnish government has established a strategy with ten objectives, one of which is actively participating in international discussions and cooperation on cybersecurity.
